California State University, Chico invites applications for the position of Energy Analyst in Facilities Management and Services (FMS). POSITION: Under the direction of the Chief Engineer, the Energy Analyst will manage the daily requirements for the implementation of various energy efficiency programs and initiatives. Activities will include project management, report writing, utility bill analysis, authorizing invoices for payment, securing energy rebate incentives, maintaining and operating the energy and utility database tracking and reporting system, and preparing monthly financial reports for plant operations. The incumbent will work with staff and assume lead roles in various teams and committees that are formed to facilitate and achieve energy efficiency and conservation goals. The incumbent will support the Chief Engineer with the development and implementation of new and existing energy efficiency goals, annual climate registry requirements, sustainability policies, plant operational practices, strategic energy plans for the campus, and design projects with architects, engineers, and staff to benefit the University and remain consistent with the University's standards and requirements. Other duties include: the generation of financial reports supporting projects and demonstrating how money can be saved or costs avoided by implementing the proposed energy project; seek and evaluate feasibility of alternative financing for energy projects; evaluate new equipment, procedures, and techniques to determine if the university can improve its conservation of energy and reduce its cost of consumption; provide oversight for the campus OSIsoft energy information system; supervise and coordinate the purchase of electricity and natural gas from retail suppliers eligible to provide such power to the University; supervise and coordinate the design and development of construction documents and specifications for energy conservation projects; provide monthly energy reports to the Chancellors Office; perform on-going quality control inspections of existing equipment against specified benchmarks to ensure that the projects save the money intended and continue to save such funds for the university; perform periodic inspections of existing mechanical equipment in order to identify possible energy conservation projects for future consideration; perform periodic inspections of construction of energy conservation projects to ensure compliance with the project's design and specifications; maintain the departmental records on energy consumption, costs and revenue; assist clerical staff in the preparation and submission of monthly energy reports and financial documentation needed for debt service payments; may supervise plant staff; and perform other duties as assigned.
QUALIFICATIONS: Requirements include a Bachelor’s degree from an accredited college or university in Business Management, Accounting, Computer Science, Environmental Technology or related field and a minimum of five years of successful work experience in the energy and/or utility industry. Must have computer program proficiency with extensive experience in Microsoft Excel, Word, PowerPoint, Access, MS Project and Primavera P6 with a working knowledge of database applications, query and report generation, and basic programming preferred. Must possess the following additional knowledge, skills and abilities: working knowledge of the principles of public finance, governmental budget and accounting; general technical knowledge of energy systems such as lighting, HVAC, EMS, TES, Cogeneration; research and analyze energy and utility data, including tariff rate structures; prepare summary reports; knowledge of administrative practices related to project development, implementation, and management; safety protocols; estimating costs; scheduling projects; excellent analytical, communication (verbal and written), interpersonal, organizational, and problem-solving skills; capable of working in a high-energy collegial environment; monitor and reconcile complex project budgets with multiple funding sources; attention to detail; develop and maintain effective working relationships both within the CSU system and with outside agencies and private firms; travel to campuses within the CSU system; make sound decisions in a timely manner; provide direction and leadership to achieve goals in a timely manner; conduct and control meetings; stay focused; work independently; read and write at a level appropriate to the duties of position; work effectively and establish and maintain cooperative working relationships with a diverse population of faculty, staff, and others; adjust to change (i.e., work environment, technology); function cooperatively and productively as a member of a team; and the demonstrated ability to perform the essential functions of this position.
SPECIAL REQUIREMENTS: This position requires a successful fingerprint clearance, employment physical examination, and proof of a valid California driver's license which must be maintained thereafter. Since education is a qualifying factor for this position, it also requires receipt of a sealed, official transcript providing evidence of educational attainment of the successful candidate.
PREFERENCES: Preference will be given to applicants with Certified Energy Manager Certification.

The salary range is $45,000 - $55,000 annually (exempt), commensurate with education and experience. The position includes an attractive benefits package, including sixteen hours per month vacation accrual and tuition fee waiver (if eligible). This is a full-time management position and the conditions of employment are governed by the California State University Management Personnel Plan. Under this plan employees are subject to normal management reviews and serve at the pleasure of the University President.
