(09-0050) MEDICAL CHIEF OF STAFF (ADMINISTRATOR III)
California State University, Chico invites applications for the position of Medical Chief of Staff. This position reports to the Director of the Student Health Service and will provide collaborative managerial leadership and serve as an experienced primary health physician for Student Health Services (SHS). SHS is an ambulatory and out-patient primary care clinic, staffed by physicians, midlevel practitioners, and other healthcare professionals that provide medical care to enrolled students in the University in accordance with policies set by the Board of Trustees of the California State University. Services available include the treatment of acute conditions, injuries, illnesses, reproductive health, prevention, and health education. An in-house licensed pharmacy, federally certified high complexity laboratory, and an x-ray department complement the services available to students. A typical shift in our very fast paced Acute Care Clinic includes assisting six medical providers and as many as 250 patients per day counting scheduled appointments with six other clinicians. POSITION: Under general administrative direction, the incumbent will provide managerial leadership in SHS including supervision of both clinical and non-clinical staff, as assigned. In the Directors absence will serve as acting Director, acting on significant matters to SHS. Incumbent will have responsibility for making strategic decisions and/or those with a broad impact on SHS and the University; will promote and develop best clinical practices, using independent judgment, to meet the mission of SHS, Division of Student Affairs, and the University whereby the SHS clinical staff understand, comply, and support the SHS mission and vision through the development, interpretation, and execution of policies and procedures. Responsibilities as Medical Chief of Staff includes: supervision, training, and performance evaluations; implementation of the SHS Medical Staff Bylaws, credentialing, re-credentialing, and privileging of clinical staff; conducting and coordinating clinical peer review activities; ensuring compliance of clinical guideline practices with all university, CSU, federal and state regulatory requirements; addressing risk management issues; providing leadership and consultation, as needed, in such areas as public health, preventive medicine, health education and promotion, environmental health and safety, and emergency preparedness. Incumbent will provide quality healthcare to eligible students, documenting care accurately in an electronic medical record system; examine patients by appointment in an acute care clinic setting; perform emergency procedures as necessary; counsel and educate patients on related medical/personal problems and health measures; refer to community providers and follow-up on treatment to ensure the appropriate resolution of illness or injury; perform minor surgeries not requiring general anesthesia; serve as physician consultant resource to Nurse Practitioners and Physician Assistants; provide medical instruction and medical supervision to assigned SHS staff including, but not limited to, radiology and pharmacy staff; serve as the Clinical Project Manager of all clinical research activities of SHS; and perform other duties as assigned.
QUALIFICATIONS: Incumbent must have three years of successful and progressively responsible professional management experience in a comparable health service program or related program of similar scale and complexity; have demonstrated commitment to values and programs of diversity and multiculturalism, confidentiality and integrity; possess strong leadership, interpersonal, planning, and organizational skills; have successful experience with human resource/personnel functions such as supervising and evaluating employees of a health care facility, and resolving conflicts; and have working knowledge of computer and technology systems. Incumbent must also possess and maintain the legal requirements for the practice of medicine in the State of California, including the following: a valid and relevant State of California license to practice medicine; a current American Board of Medical Specialties (ABMS) or American Osteopathic Association (AOA) medical board certification appropriate for the assigned duties, such as, Family Practice, Internal Medicine, or Emergency Medicine; a valid Drug Enforcement Agency (DEA) certificate and number for prescribing controlled substances and a current cardiopulmonary resuscitation and automated external defibrillator (CPR/AED) certification as appropriate for the assigned duties. Additional requirements include thorough knowledge of current and advanced principles of general medicine and public health; demonstrated skills in diagnostic and clinical decision-making; and working knowledge of ethics and stands of local and national medical associations and understanding local, state, and federal government regulations.; have the ability to set priorities and deadlines to ensure projects are completed in a timely manner; ability to promote continuous quality improvement; ability to maintain patient confidentiality and handle sensitive situations with employees and external agencies; assess emergency situations and take prompt action; have the physical ability and manual dexterity to perform patient care; read and write at a level appropriate to the duties of position; work effectively and establish and maintain cooperative working relationships with a diverse population of faculty, staff, and others; adjust to change (e.g., work environment, technology); function cooperatively and productively as a member of a unit; and demonstrate ability to perform assigned duties.
SPECIAL REQUIREMENTS: This position requires a successful fingerprint clearance. After a conditional job offer, must pass an employment medical/physical examination.
PREFERENCES: Preference will be given to applicants with knowledge of and experience with college and community health models, laws and regulations pertaining to college health care facilities; or experience in a hospital or outpatient clinic.

Salary will be commensurate with education and experience. The position includes an attractive benefits package, including sixteen hours per month vacation accrual and tuition fee waiver (if eligible). This is a full-time management position and the conditions of employment are governed by the California State University Management Personnel Plan. Under this plan employees are subject to normal management reviews and serve at the pleasure of the University President.
